Canada still issues invitations to PR Visa applicants. Invitations for PR Visa have been discontinued as of January 2021.

The IRCC stated that it will not deny a request for incomplete documents due to COVID-19.

You can submit your PR visa application as soon as your deadline has passed. However, be sure to include a letter explaining the reasons behind the missing documents. The IRCC will give 90 days for you to complete your missing steps.
